ORDINANCE NO. 18925 <br />AN ORDINANCE CONCERNING ZONING REGULATIONS; <br />AMENDING SECTION 9.676 OF TEE EUGENE CODE, 1971; <br />AND DECLARING AN EMERGENCY. <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br />Section 1. Subparagraphs ~.b } and ~.c ~ of Section 9.6 7 6 of the <br />Eugene Code, 1971, are hereby amended to read and provide: <br />9.676 <br />~b~ There is a public need for a change of the <br />kind in question. It must be demonstrated that: <br />1, Land a~.ready available in the zoning <br />classification proposed is unable to be served <br />by adequate public facilities and services, or <br />Z. what land is available and served is <br />inadequate or improperly zoned to satisfy the <br />current need for commercial, industrial, or in- <br />stitutivnal uses, or for an affordable and desir- <br />able housing inventary~ as the case may be. <br />~_c~ The location of the proposed change: <br />1. Can be adequately served through the <br />orderly extension of public facilities and ser- <br />vices, and <br />~. Is consistent with the principle of <br />compact and sequential urban growth. <br />Section 2.
