<br />CIlY !iO.~:L:q \:~Q...L_aI ~, <br /> <br />ADMINISTRATIVE ORDER <br />of the <br />City Manager <br />City of Eugene, Oregon <br /> <br />The City Manager of the City of Eugene finds that: <br /> <br />A. Under the provisions of Chapter I~ Section 16 of the Eugene Charter of <br />1976, the City Manager is designated as the, administrative head of the City, and is <br />specifically authorized to appoint and remove all employees (except as otherwise provided <br />in the Charter), and to enforce all ordinances of the City. <br /> <br />B. In conformity therewith, -many of the provisions in the Eugene Code, 1971, <br />including Sections 2.245 to 2.251 cQn~~rning the Tree Commission, authorize or require <br />certain specific duties or acts to be performed by the City Manager or the Manager's <br />designee. Many of those duties are administrative, and it would be more efficient to <br />delegate their performance to others. <br /> <br />C. The City's PARCS Department and Public Works 'Department are directly <br />involved in the City's program for preservation, enhancement, and maintenance of the <br />City's urban forest, and it would therefore be more efficient, expeditious, and in the public <br />interest to delegate the City Manager's duties and responsibilities under Sections 2.245 to <br />2.251 of the Eugene Code, 1971 to Ed Smith, Executive Director of PARCS and Christine <br />Andersen, Executive Director of Public Works. <br /> <br />D. Ed Smith, Executive Director of PARCS, and Christine Andersen, Executive <br />Director of Public Works should also be specifically authorized to delegate all or any of <br />the duties or responsibilities delegated herein if he or she determines it would be more <br />efficient and in the public interest to do so. <br /> <br />NO~ THEREFORE, <br /> <br />THE CIlY MANAGER OF THE CIlY OF EUGENE ORDERS AND DIRECTS <br />THAT: <br /> <br />Based on the above findings, which are hereby adopted, Ed Smith, Executive <br />Director of the PARCS Department and Christine Andersen, Executive Director of the <br />Public Works Department of the City of Eugene are hereby authorized to: <br /> <br />1. Perform and carry out the duties and responsibilities of the City Manager set <br />forth in Sections 2.245 to 2.251 of the Eugene Code, 1971. <br /> <br />Administrative Order - 1 <br />
