ORDINANCE NO. ~qq O <br />AN ORDINANCE CONCERNING THE URBAN RENEWAL AGENCY <br />OF THE CITY 4F EUGENE; AMENDING ORDINANCE N0. <br />18970 To PROVIDE AN EFFECTIVE DATE; AND DECLARING <br />AN EMERGENCY. <br />The City Council of the City of Eugene finds that: <br />On May 24, 1982 there was passed by the Council and approved <br />by the Mayor, Ordinance No. 18969 dissolving the Downtown Develop- <br />ment Board and creating a Downtown Commission, to become effective <br />on August 1, 19 $ 2 . <br />On the same date, and pursuant to the provisions of Ordinance <br />No. 18970, the commission now exercising the powers of the Urban <br />Renewal Agency of the City of Eugene was dissolved and the City <br />Council designated as the Urban Renewal Agency of the City of Eugene. <br />Ordinance No. 1$970 did not contain an emergency clause, nor did it <br />separately state an effective date and therefore, will become effec- <br />tive thirty days from the date of its approval by the Mayor. <br />The provisions of Ordinance No. 18969 and 18970 are interrelated, <br />and it was intended that they both become effective on August 1, 1982. <br />However, the section providing for the effective date was omitted <br />from Ordinance No. 18970 and that Ordinance should therefore be <br />amended, <br />NOW, THEREFORE <br />THE CITY QF EUGENE DOE5 ORDAIN AS FOLLOWS: <br />Section 1. Based upon the above findings, and the hearing be- <br />fore the Council on May 24, 19$2, Ordinance No, 18970 passed by the <br />Council and approved by the Mayor on May 24, 1982 is hereby amended <br />by adding a Section 4 thereto, to read and provide: <br />Section 4. In order to ensure the orderly implementation <br />of the procedures provided for herein, a specific effective <br />date should be established, and, therefore, this Ordinance <br />shall become effective on August 1, 1982. <br />Section 2. That the matters contained herein concern the public <br />welfare and, therefore, an emergency is hereby declared to exist, <br />and this Ordinance sha11 become effective immediately upon its pas- <br />sage by the City Council and approval by the Mayor and be appended <br />to and made a part of Ordinance No. 18974. <br />Passed by the City Council this <br />day of June, 1952 <br />-=-~ <br />City corder <br />Ordinance. <br />Approved by the Mayor this <br />day of June, 1982 <br />Mayor <br />
