<br /> <br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br />Action: Appointment to Civilian Review Board <br /> <br /> <br />Meeting Date: May 11, 2009 Agenda Item Number: 4 <br />Department: Office of Police Auditor Staff Contact: Dawn Reynolds <br />www.eugene-or.gov Contact Telephone Number: 682-5016 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This item is to appoint a member of the Civilian Review Board (CRB) to serve the unexpired term of <br />John Norton Cabell. <br /> <br /> <br />BACKGROUND <br /> <br />On February 23, 2009, following an advertised recruitment period, Dr. Snell Fontus was appointed to <br />the CRB to serve the unexpired term Munir Katul, who resigned due to health considerations. This <br />appointment was the result of a process that included a recommendation from a community screening <br />committee, council balloting, and interviews on February 17, 2009. (In addition to Dr. Fontus, three <br />candidates were interviewed: Jim Hale, Tim Laue, and Marisa Mendoza.) <br /> <br />In a March 18, 2009, email, Mr. Cabell submitted his resignation, effective immediately. On April 27, <br />2009, the following motion to select Mr. Cabell’s replacement from among the candidates who <br />previously applied to fill Dr. Katul’s position was approved by the council: <br /> <br /> “I move to direct the city manager to provide the Council with the application materials from the <br /> last CRB recruitment and to place on the May 11th agenda the appointment to fill the currently open <br /> position from the last applicant pool.” <br /> <br />Mr. Cabell’s term would have ended on October 31, 2009, and his replacement will be appointed to <br />serve until that time. <br /> <br /> <br />RELATED CITY POLICIES <br />The Civilian Review Board serves as an advisory body to the City Council and the Police Auditor. This <br /> <br />is consistent with the principles of community policing and government accountability. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The City Council may: <br />1. Appoint the replacement from the applicants as recommended by the screening committee, based on <br />their applications and the committee’s recommendations. <br />2.
