ORDINANCE N0. 39 <br />AN ORDINANCE REGARDING ZAND DEVELOPMENT; AMENDING <br />SECTION 7.279 OF THE EUGENE CODE, 1971; AND DE- <br />CLARING AN EMERGENCY. <br />The City Council of the City of Eugene finds that: <br />The area generally referred to as the Central Business District <br />and hereinafter more particularly described, should be exempt from <br />development taxes because: <br />It is zoned for higher density residential and commercial <br />uses. Higher density use in this area is consistent with goals <br />stated in the 1994 General Plan and the 1974 Community Goals <br />and Policies, the Downtown Westside Plan, Whiteaker Neighbor <br />hood Refinement Plan and T~2444 Transportation Plan, which docu- <br />ments have been adopted by the City Council. <br />It is consistent with the area approved by the City <br />Council for the multiple unit property tax exemption. <br />It would help stimulate private reinvestment which is <br />needed to insure the success of public activities such as <br />the Community Development Block Giant funded neighborhood <br />improvement prograns, and the Central Eugene Renewal Project. <br />It includes areas which have been designated in the 1975 <br />Neighborhood Analysis Update as low-income concentrations, <br />substandard building concentrations, and as being "blighted" <br />or "potentially blighted",. <br />The area lies primarily within f~.re zones ~. and 2. Build-~ <br />ing requirements within these zones are such as to impose an <br />Ordinance ~. 1 <br />
