1839 <br />economic penalty on high density development in these <br />areas. <br />Now, therefore , based upon the above f i,r~dings , <br />THE CITY OF EUGENE DOES ORDAIN AS FOLI~OwS: <br />Section 1. Section 7.2?9 of the Eugene Code, 1971, is hereby <br />amended to provide: <br />7.279 Development Tax - Exceptions, Qualif.icat~,ans. <br />~l} No tax is due under section 7.277 of this code for <br />a development located. in the city on or before April 11, 1978, <br />but not then connected to the sanitary sewer system of the city, <br />whose owner has applied for a building permit on or before that <br />date, if the connection to the system is made within 18 months <br />thereafter or within l8 months after the system is accessible <br />to the development, whichever is later. Tf a connection is not <br />made to the system within that time, the owner shall pay the <br />tax computed under paragraph Ca) of subsection (4) of section <br />?.2?7. <br />~2} A tax is due under section 7.277 of this code for <br />a change in development only if the change in development has <br />a value exceeding $5,000 and increases <br />~a} the floor space of the deve~,opment, <br />~b } the impervious surf ace of the deve lapr~ent, or <br />~ c }. the tax for the development as computed unde r <br />section 7.277 of this code. <br />~3} A housing or other development that receives fin- <br />ancial support from the city shall receive a reduction in ar <br />exemption from the tax equal to the amount of financial support <br />the development receives from the city. <br />Ordinance - 2 <br />
