18421 <br />~,6} All appointments to the boards, commissions and <br />committees of the city shall be made by the council as indi- <br />cated in subsections ~l} and {~~} above, or as designated by <br />the ordinance or state law creating the board, commission or <br />committee. Tn nominating or~makin,g appointments, the council <br />or mayor shall take into consideration information provided <br />by the citizen interest form, and sha~.l nominate or a oint <br />onl those arsons, who a~ ~ ~ ~ ~~ pp <br />Y p re, at the tide o~ appointment resi- <br />dents of the city. Tf during the term of appointment a mem- <br />ber of aboard, commission or committee ceases to be a resi- <br />dent of the city, the position shah. be vacated, effective as <br />of the date a qualified resident of the city willing to serve <br />is appointed to fill the position. The council, by majority <br />vote, may waive th.e residency requ%rement only if there is no <br />qualified resident of the city willing to serve. 2n addition, <br />all appointments that are required to be~made by the council <br />shall be divided into the three following categories: <br />Via} Those appointments which require a personal <br />interview of finalist candidates by the full council, <br />as well as full council review of appropriate citizen <br />interest forms. . <br />fib} Those appointments which do not re wire er- <br />q p <br />sonal interviews before the fu~.l council, but do re- <br />quire full council review far all appropriate citi- <br />zen interest forms prior to appointment. <br />~.c} Appointments which mare appropriately <br />should be delegated to a con~anittee on boards, com- <br />missions and committees composed of three councilors <br />appointed by the mayor, which is charged with the <br />duty of reviewing the appropriate citizen interest <br />forms and making formal nominations or recommenda- <br />tions for the council's consideration, <br />The provisions contained herein shall apply to mayoxal appoint- <br />ments to council created boards, committees and commissions. <br />~7} The mayor is requested to furnish to all members <br />of the council in writing, the names of all nominees to an <br />Y <br />board, commission or committee designated in subsections ~1} <br />and ~2} above, who are nominated by him or her, and subject <br />to appointment by the council, prior to consideration by the <br />council. <br />~l4} All council appointments to membership on the <br />boards, commissions and committees set forth in subsection ~1} <br />of this section shall be reviewed by the council in January <br />of each year. <br />~.ll} ~Vacan~cies on boards, commissions and committees, <br />including special council committees, shall be filled in the <br />same manner as original appointments, as set forth in subsec- <br />tion ~:6} above, unless those procedures are in conflict with <br />the ordinance, resolution or state law creating the same. <br />~~.2 } ~u~suant to the ~~requ~emerits and pro~~sions of <br />section 294.336 of Qregon Revised Statutes, a bud et committee <br />g <br />Ordinance - 7 <br />
