I. Public comment was also welcomed at <br />each PAORC meeting at both the beginning and the end of the meetings, and <br />electronically. <br />th <br />At its January 5 meeting PAORC agreed to organize its work to consider the proposed <br />th <br />amendments of November 10 (identified as Items 1-12) first, then to next consider the <br />th <br />proposed amendments of 17 (identified as Items 12-18), and finally to consider other <br />relevant items should time permit. <br />Initially PAORC consisted of fifteen members. However, after the second meeting the <br />Eugene Police Employees’ Association representatives decided to withdraw due to <br />concerns related to bargaining with the City. Since that time the active membership of <br />PAORC has consisted of thirteen. <br /> II. Executive Summary <br />The eighteen proposed amendments from the adopted Council motions [see Attachment <br />A] fall into six general areas of Eugene’s oversight system: <br />Intake and Classifications [Items 1, 6, 8 & 10] <br />Investigations [Items 2, 4, & 11] <br />Complaint Monitoring [Items 3, 5 & 9] <br />Complaint Adjudications [Items 13 & 14] <br />Opportunities for Appeal [Item 7], and <br />Other Considerations [Items 12, 15, 16, 17 & 18] <br /> <br />
