<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br /> <br />Action:Resolution 4858 Adopting a New Parks, Recreation and Open Space Plan <br /> <br />(“PROS Comprehensive Plan”) and Providing an Effective Date <br /> <br /> <br />Meeting Date: February 13, 2006 Agenda Item Number: 7 <br />Department: Public Works Staff Contact: Carolyn Weiss <br />www.eugene-or.gov Contact Telephone Number: 682-4909 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />As directed by City Council, the Eugene Parks, Recreation and Open Space (PROS) Comprehensive <br />Plan is presented for adoption by resolution in compliance with Eugene Code’s Type V procedures (EC <br />9.7500 - 9.7560). The PROS Comprehensive Plan is an update to the 1989 Eugene Parks and <br />Recreation Plan. <br /> <br /> <br />BACKGROUND <br /> <br />A work session on the adoption of the PROS Comprehensive Plan was held with the City Council on <br />November 28, 2005. A public hearing on the PROS Comprehensive Plan was held before the City <br />Council on December 12, 2005. At a City Council meeting on January 18, 2006, staff proposed an <br />ordinance that would repeal the 1989 Parks and Recreation Plan and replace it with the PROS <br />Comprehensive Plan as a refinement to the Eugene-Springfield Metropolitan Area General Plan. At the <br />January 18 meeting, the City Council passed a motion directing the City Manager to split the proposed <br />ordinance into two documents: 1) a resolution that adopts the PROS Comprehensive Plan as a stand <br />alone document, i.e., not as a refinement to the Metro Plan; and, 2) an ordinance that repeals the 1989 <br />Plan. Both the resolution and the ordinance are presented under separate agenda items for action at <br />tonight’s meeting. <br /> <br />The proposed resolution is attached to this Agenda Item Summary (AIS) as Attachment A. Exhibit A to <br />Attachment A is findings of consistency in support of the proposed Resolution. Exhibit B to Attachment <br />A is the PROS Comprehensive Plan, which is a multi-paged document that was previously distributed in <br />the November 28, 2005, City Council packet. <br /> <br /> <br />RELATED CITY POLICIES <br />The PROS Comprehensive Plan will replace the Eugene Parks and Recreation Plan. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />A.
