Ridges was developed based on extensive public input with an intended purpose <br />of setting forth what open space areas are vital to maintaining the regional quality <br />of life and devising methods to ensure these areas remain intact for future <br />generation. The PROS Comprehensive Plan does not amend Rivers to Ridges. <br />The PROS Comprehensive Plan contains the following strategies that ensure <br />consistency with Rivers to Ridges while also addressing this Metro Plan policy: <br /> <br />H-22 Continue participating in regional open space efforts with Rivers to Ridges <br />partner agencies. <br />I-11 Coordinate planning efforts with other City departments and regional <br />agencies, especially in support of the Rivers to Ridges region vision. <br />I-13 Maintain a regional planning approach by coordinating with Oregon State <br />Parks, River Road Park and Recreation District, Willamalane Park and <br />Recreation District, Lane County Parks and other neighboring <br />jurisdictions. <br />I-22 Work with Lane County and property owners of local gravel mining <br />operations located north of Eugene’s urban growth boundary along the <br />Willamette and McKenzie Rivers, to explore the recreation potential of <br />those sites once mining operations are concluded. <br />2. Local parks and recreation plans and analyses shall be prepared by each <br />jurisdiction and coordinated on a metropolitan level. <br /> In 1989 the City adopted the Eugene Parks and Recreation Plan as the City’s <br />local park and recreation plan. The PROS Comprehensive Plan, being adopted <br />by the proposed resolution, take the place of the 1989 Plan as the City’s local <br />park and recreation plan. <br />3. Accelerate the acquisition of park land in projected growth areas by establishing <br />guidelines determining where and when developers will be requires to dedicate <br />land for park and recreation facilities, or money in lieu thereof, to serve their <br />developments. <br /> <br />The PROS Comprehensive Plan contains the following strategies that address <br />this Metro Plan policy: <br /> <br />B-40 Acquire property or obtain access easements from private property <br />owners to fill missing links and improve connectivity. <br /> <br />H-2 Develop programs to maximize donations, grants and partnerships to <br />increase the resources available for parks and recreation. Develop gift <br />catalogs for key parks, recreation, and open space facilities and programs. <br /> <br /> <br />Exhibit A to Resolution No. 4858 7 of 10 <br /> <br /> <br />
