18~t~-- <br />sale, in the manner provided by oRS 257.414 to 287.026, ~.n at <br />least two ~Z} issues of the Eugene Registex Guard, a newspaper of <br />general circulation, printed and published within the City of <br />Eugene, Zane County, Oregon, and once in The Daily Journal of <br />Commerce, a newspaper of general circulation, printed and published <br />within the City of Portland, Multnomah County, oregon, which <br />native and advertisement shall call for sealed, written bids for <br />the purchase of the bonds to be presented and filed with the <br />Finance Officer at his office in the City Hall of the City on or <br />prior to the hour of 1:00 A.M., Pacific Time, on the 5th day of <br />September, 1979, at which time and place said bids shall be <br />publicly opened for consideration and further that the City will <br />meet at the hour of 12:00 Noon, Pacific Time, on the 5th day of <br />September, 1979., in the Council Chamber in the City Hall of the <br />City to consider bids sa opened and to accept or reject any bid <br />so made. The notice of sale shall further state that the bonds <br />will be sold for not less than par with accrued interest to the <br />bidder offering the lowest true interest cost to the City, and <br />that each bid shall be accompanied by a certified or cashier's <br />check on a solvent commercial bank in the State of Oregon in an <br />amount equal to two percent ~2~1~} of the par value of the bonds <br />offered for sale as evidence of good faith an the part of the <br />bidder. <br />S~e~c~t~iori 6 . This ordinance being necessary for the <br />immediate preservat~.on of the public peace, health and safety of <br />the City of Eugene, in order to obtain sufficient funds to pay <br />for public improvements, an emergency is hereby declared to exist <br />and this ordinance shall be in full force and effect immediately <br />upon its passage by the Council and approval by the Mayor. <br />Passed by the unanimous vote of the Council, with a <br />quoxuam in attendance, this fifteenth day of August, 1979. <br />Approved by the Mayor this ~~day of August, 1979. <br />ATTEST ~ ,~.p ~-~ <br />.~ <br />~w ~ ~~ . . <br />ayor <br />5 - ORDINANCE <br />
