Ganeral Plan; here i s ~a public need far the . change i n zone; and the public need can .best be served by changing the classi- f i cati on of the property; NOI~f, THEREFORE, Based upon the foregoing, the City Council hereby adopts as its own the speci fi t off i rr~ati ve findings conta~ ned i n the Planning Department Staff Notes of July 3, 199, and tho P1 anni ng Commi ssi an minutes of July 3, I979 for the reasons set forth therein, and THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: Section ~.
