The City Manager after receipt of such petition shall study the sane, make an investigations and issue a recommendation on the merits of the petition prior to the time set for the hearing. ~.4} A subcommittee of the City Council consisting of two de- signated councilors shall hold a hearing on the petition at a desig- nated time and place.
