ORDINANCE NO. ~~J <br />AN ORDINANCE CONCERNING ~I5TRIBUTZON 4F HANDBILLS; <br />AMENDING SECTION 4.060 0~ THE EUGENE CODE, 1971; <br />AND DECLARING AN EMERGENCY. <br />TBE CITY OF EUGENE DOES ORDAIN ,AS FOLLOWS: <br />Section 1. Subsection ~5} of Section 4.060 of the Eugene Code, <br />1971, is hereby amended to read and provide: <br />4.06Q Distribution on Private Pro ert . <br />~.5} No person other than the Qwner shall distribute <br />or in any manner place a cpmmercial or noncommercial handbill <br />in or on an automobile or other vehicle. The provisions of <br />this section shall not prohibit the handing, transmitting or <br />distributing of a noncommercial handbill to an operator or <br />occupant of a vehicle who is willing to accept the same, nor <br />shall it prohibit the city or its designees from placing on <br />vehicles that have violated a parking ordinance or are sus- <br />pected of being in violation of parking regulations, parking <br />citations, warnings, and information pertaining to transpor- <br />tation. <br />Section 2.
