<br />F. <br /> The City Council finds that Resolution No. 4127, and the Eugene Parks <br />and Recreation Plan adopted therein should be repealed; the entry for Eugene Parks <br />and Recreation Plan – 1989 in Section 9.8010 of the Eugene Code, 1971 should be <br />deleted; and Section 9.9550 of the Eugene Code, 1971, the Eugene Parks and <br />Recreation Policies, should be repealed as hereinafter set forth. <br /> <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br /> <br /> <br /> Section 1. <br /> Based on the above findings, and the legislative findings in <br />Attachment A hereto, which are hereby adopted in support of this Ordinance, Resolution <br />No. 4127, and the Eugene Parks and Recreation Plan adopted therein, is hereby <br />repealed, as of the effective date of this Ordinance. <br /> <br />Section 2. <br /> Table 9.8010 of the Eugene Code, 1971 is hereby amended by <br />deleting the “Eugene Parks and Recreation Plan – 1989” entry therefrom. <br /> <br />Section 3. <br /> Section 9.9550 of the Eugene Code, 1971, is hereby repealed. <br /> <br />[9.9550 Eugene Parks and Recreation Plan Policies. <br /> <br />(1) Physical Access. <br /> <br />(a) Provide safe parking at parks and recreational facilities that <br />commonly draw crowds arriving by both automobiles and bicycles. <br />(Policy 4) <br />(b) Provide safe and convenient access to parks and recreational <br />facilities for persons with disabilities. (Policy 5) <br />(c) When possible, require land divisions and planned unit <br />developments to provide for pedestrian access to parks and <br />potential park sites. (Policy 6) <br />(2) Urban Design. <br /> <br />(a) Protect the unique geographical features, buttes, and other <br />natural landmarks in parks and other recreational facilities for their <br />contribution to the community’s identity. (Policy 1) <br />(b) Use the Trees for Eugene street tree planting guide when <br />designing streetscapes next to and within parks and other <br />recreational facilities. (Policy 3) <br />(c) Minimize the impacts of park use on surrounding lands through: <br />1. Buffering borders shared with residential, commercial, <br />industrial, and agricultural uses. <br />2. Expanding sub-standard sized parks, when possible, <br />through acquisition to improve access, visibility, and <br />aesthetic quality. <br />3. Careful siting of access roads, parking areas, and activities <br />that require lighting or produce high noise levels. (Policy 4)] <br />(d) Treat environmental enhancement as a component of recreational <br />development.
