Ms. Taylor maintained that it would reflect poorly on the committee if they chose to oppose HB 3025. <br />Ms. Ortiz, seconded by Mr. Poling, moved to adopt a neutral position <br />regarding HB 3025. The motion passed unanimously, 3:0. <br />HB 3005 - Relating to business plans for energy production projects; appropriating money; <br />declaring an emergency. <br />Ms. Wilson provided a brief description of HB 3005 to the committee members and noted that staff had <br />originally recommended a Priority 3 opposition position regarding the bill. <br />Ms. Wilson commented that staff had initially been confused about the intent of HB 3005 and that after <br />consulting with staff from Lane County had changed their recommendation to Priority 3 support. She <br />further noted that staff had learned that the funding for energy production initiatives listed in the bill <br />would come specifically from the state energy program fund and not the general fund as had been <br />originally believed. <br />Ms. Ortiz, seconded by Mr. Poling, moved to adopt a Priority 3 support <br />position regarding HB 3005. The motion passed unanimously, 3:0. <br />HB 2866 – Relating to expedited process for public sector collective bargaining. <br />Ms. Wilson explained that there had been a legislative hearing for HB 2866 but that no one had shown up <br />to testify regarding it. She further noted that staff had recommended a Priority 3 opposition position <br />regarding the bill and felt that passage of the bill would prolong the collective bargaining process thereby <br />increasing the associated costs. <br />Ms. Piercy maintained that staff’s arguments were not strong enough to warrant an opposition position <br />and suggested that a neutral position regarding HB 2866 might be more advisable. <br />Ms. Ortiz, seconded by Mr. Poling, moved to adopt a neutral position <br />regarding HB 2866. The motion passed unanimously, 3:0. <br />HB 2762 - Relating to United States Armed Forces; and declaring an emergency. <br />Ms. Wilson reported that HB 2762 would designate May 8 of each year as a Military Family <br />Appreciation Day <br />Ms. Ortiz, seconded by Mr. Poling, moved to adopt a Priority 1 support <br />position regarding HB 2761. The motion passed unanimously, 3:0. <br />HB 3017 – Relating to apprenticeship; creating new provisions; amending ORS 279C.505; <br />appropriating money; and declaring an emergency. <br />Ms. Wilson provided a brief description of HB 3017 to the committee members and noted that staff had <br />recommended a neutral position regarding the bill. She further noted that at the CCIGR meeting on April <br />8, 2009, Mr. Poling had opposed the motion to support the bill and requested more information regarding <br />it. <br />Ms. Wilson commented that staff had investigated HB 3017 more closely and learned that, after a review <br />of three low-income housing projects that would be directly affected by the bill, the average per unit <br />increase would be between $2,000.00 and $3,000.00. <br />MINUTES—Council Committee on Intergovernmental Relations April 22, 2009 Page 4 <br />
