Broadway <br />Eugene, OR 97401 <br /> <br />RE: West University Alley Improvement Project Proposed Assessment <br /> <br />Dear City Engineer, <br /> <br />We are writing this letter regarding the Proposed Assessment for the West University <br />Alley Improvement Project. We received formal notification, via mail, that our property, <br />the Eugene Manor Apartments will be assessed $11,276.92 for the alley improvement <br />that occurred this past summer. <br /> <br />The Eugene Manor Apartments is adjacent to the alley that just received an improvement. <br />Weare being assessed for improvements to an alley that we do not have access to, nor is <br />used for any services related to the operations of the building. At this time there is a <br />fence that blocks all access to use of the alleyway by any personnel and/or clients that we <br />provide housing too. Outside services, such as refuge collection, water, electricity, gas, <br />etc. are all accessed through the main entrance to our property from Ferry Street, and not <br />the alleyway. <br /> <br />Furthermore, we do not anticipate or plan to use the alleyway for future access to the <br />property as it would require removal of parking spaces which are an essential service <br />provided to our customers at the Eugene Manor Apartments. <br /> <br />We are asking you, and the City of Eugene, to re-consider the $11,276.92 proposed <br />assessment, taking into account that the improved alleyway does not provide the Eugene <br />Manor with any new services, nor has it since at least 1979 when we became involved. <br /> <br />Your consideration in this matter is appreciated. We will be attending the Public Hearing <br />you will be presiding over on January 30, 2006.
