<br />On January 12, 2004, City Council adopted a motion directing staff to proceed with design and <br />bidding of a project to improve the unimproved alleys within the WUN. On March 8, 2004 City <br />Council held a work session on proposed changes to the assessment code pertaining to alleys. <br /> <br />On Apri112, 2004, a public hearing was held before the City Council on proposed changes to the <br />assessment code pertaining to alleys. Various assessment methods were considered using <br />examples which showed the financial impact of each method to properties on the West <br />University Alleys. On May 24, 2004 City Council took final action approving changes to the <br />assessment code pertaining to alleys. <br /> <br />The 23 alleys in the WUN Local Improvement District were separated into three bidding <br />contracts. The low bidders were 2G Construction for Job #4172, & Job #4310 and Brown <br />Contracting Job #4309. Property owners were notified of a public hearing regarding formation <br />of the proposed LID and the public hearing was held on April 20, 2005. The City formed the <br />Local Improvement District (LID) on May 9, 2005. Construction of the project has been <br />completed, final actual costs have been tabulated, and final assessment costs have been <br />calculated. The property owners were notified of the proposed assessments and the pending <br />assessment hearing ten (10) days prior to the hearing. <br /> <br />PRO.TEeT <br /> <br />There are 23 alleys in the project. The total length of the alley frontage is approximately 6,300 <br />linear feet. There are 160 tax lots that front the alleys. The City design standards were used to <br />improve the alleys; to develop all deteriorated alleys in the project area to a standard 14-foot <br />wide concrete alley including catch basins and piping from catch basins to the City stormwater <br />system. <br /> <br />ASSESSMENTS <br /> <br />In accordance with the Eugene Code, each alley block is considered as a separate element of the <br />project. The cost for each block is calculated separately and the properties along the alley are <br />subject to assessment based on the characteristics of the property. <br /> <br />During initial consideration of the issues that led to this project, the Council examined the <br />Eugene Code and made changes to the alley assessment provisions. The assessable cost for each <br />alley is calculated and then one half of the assessable costs are apportioned to the properties <br />based on their front footage abutting the alleys, and one half of the assessable costs are <br />apportioned to the properties based on the area of the properties within 160 feet of the alley. The <br />assessable front foot costs are calculated based on the existing use of each parcel. The assessable <br />area costs are based on the most intensive use allowed under the property's zoning.
