CAPITAL IMPROVEMENTS PROGRAM <br /> <br />This Capital Improvements Program (CIP) document has been developed to describe the capital <br />projects planned for the Regional Wastewater Program (RWP) over the coming five years. It is <br />consistent with policies contained in the Metropolitan Wastewater Management Commission <br />(MWMC) Financial Plan. <br /> <br />Projects in the five-year CIP are generally identified in facility planning documents, including <br />the Wet Weather Flow Management Plan (WWFMP), the Biosolids Master Plan, and the <br />MWMC Facilities Plan. These planning documents were created to identify and address capital <br />needs over a twenty-year time horizon, taking into account anticipated population growth, <br />environmental regulation, and available new technologies. Occasionally, urgent projects may be <br />added to the CF or the Capital Budget at Commission direction, without amending the various <br />planning documents. This five-year CIP reflects the projects fi:om those planning documents <br />which are anticipated to be begun in the five-year period commencing July 1, 2004. <br /> <br />Project sheets are included in this CF for each project, including a brief description, project cost, <br />timing of construction, and other details. For a more complete description of the requirements <br />for each project, readers are directed to the appropriate planning documents. (WWFMP, <br />Biosolids Master Plan, Facilities Plan). The capital projects listed in the FY 04-05 MWMC <br />Capital Budget are those projects in this five-year CI~ which will be commenced in FY 04-05. <br />Capital projects that began in prior years but continue into FY 04-05 are not included in the CIP, <br />although they do appear in the FY 04-05 MWMC Capital Budget. <br /> <br />Projects are categorized by the facility process to Which they contribute. All projects are defined <br />as being a component of one or more of these processes: <br /> <br /> · Collection System Pipeline - The regional pipes that convey sewage to the WPCF. <br /> There are no Collection System Pipeline projects scheduled in this five-year CF. <br /> <br /> · Collection System Pump stations - The pump stations that support the regional piPeline <br /> system. The Collection System Pump Stations projects in this five-year CIP are: <br /> o Willakenzie Pump Station Expansion (FY 05-06) - $6,340,704 * <br /> o Glenwood Pump Station Upgrade (FY 07-08) - $543,187 <br /> <br /> · Preliminary Treatment - The headworks and screening devices that convey the <br /> wastewater into the plant and remove sand, grit, and non-organic waste. The Preliminary <br /> Treatment projects in this five-year CIP are: <br /> o Influent Pumping Improvements (FY 05-06) - $1,796,533 <br /> o Dry Weather Headworks (FY 07-08) - $13,905,587 <br /> <br /> * Note: Amounts given are in inflated dollars, using the Engineering News Record construction inflation <br /> factor. <br /> <br /> Page 46 <br /> <br /> <br />
