<br />Relevant Growth Management Policies include the following: <br />Policy 1 Support the existing Eugene Urban Growth Boundary by taking actions to increase <br />density and use existing vacant land and under-used land within the boundary more <br />efficiently. <br />Policy 2 Encourage in-fill, mixed-use, redevelopment, and higher density development. <br />Policy 3 Encourage a mix of businesses and residential uses downtown using incentives and <br />zomng. <br /> <br />The Whole Foods Development project is consistent with the Goals and Objectives of the <br />Riverfront Urban Renewal District Plan, in particular the following: <br />4. To stimulate development activity and amenities near the new federal courthouse. <br /> <br />COUNCIL OPTIONS <br />The council can choose to take action in support of the East Broadway/Whole Foods <br />Development Project by approving the suggested motions below, or decline to support the <br />project as proposed. <br /> <br />CITY MANAGER'S RECOMMENDATION <br />The City Manager recommends that the council take action in support of the East <br />Broadway/Whole Foods Development Project by approving the four motions suggested below. <br /> <br />SUGGESTED MOTIONS <br />Move to authorize the City Manager to enter into a land transaction agreement between property <br />owned by the City and property owned by the Shedd Institute for the Arts, LLC for the purposes <br />of participating in the East Broadway/Whole Foods Development Project, in substantial <br />conformity with the outline of terms described in Attachment A. <br /> <br />Move to authorize the City Manager to enter into a Development Agreement with Broadway <br />High Associates and Gerding/Edlen Developers for the public garage as part of the East <br />Broadway/Whole Foods Development Project, in substantial conformity with the outline of <br />terms described in Attachment B. The Development Agreement shall not include payments to <br />BHA and GED in excess of $7 million and shall not require other City expenses related to the <br />construction of the development in excess of $1.4 million. <br /> <br />Move to approve the Financing Strategy as described in Attachment C and include the financing <br />in the next supplemental budget and the FY07 proposed budget. <br /> <br />Move to authorize the City Manager to sign an intergovernmental agreement between the City of <br />Eugene and the Urban Renewal Agency in substantial conformity with the outline of terms <br />described in Attachment D. <br /> <br />LICMOl2006 Council AgendasIM060222IS060222A.doc <br />
