Statewide Planning Goal 5 - Open Spaces, Scenic and Historic Areas, and Natural Resources. <br />To conserve open space and protect natural and scenic resources. <br /> <br /> The plan does not create or amend the city's list of Goal $ resources, does not amend a <br /> code provision adopted in order to protect a significant Goal 5 resource or to address <br /> specific requirements of Goal 5, does not allow new uses that could be conflicting uses <br /> with a significant Goal 5 resource site and does not amend the acknowledged UGB. <br /> Therefore, Goal 5 does not apply. <br /> <br />Statewide Planning Goal 6 - Air, Water and Land Resources Quality <br />To maintain and improve the quality of the air, water and land resources of the state. <br /> <br /> The plan amendment has no affect on water or land resources of the state. <br /> <br /> Air quality conformity determination issues are required to be addressed by TransPlan; <br /> those determinations are made by the Lane Council of Governments. <br /> <br /> No substantive changes to the transportation system are proposed in the CATS update <br /> that would require an air quality conformity determination. While CATS does propose <br /> conversion of some streets from one-way to two-way operation, the operational effects of <br /> those changes are within the limits for congestion allowed by TransPlan. Based upon the <br /> relatively minor transportation changes and a relatively large margin of safety in the <br /> region's emissions budget, the CATS update would not affect the region's ability to <br /> conform with federal air quality standards. <br /> <br /> The 2003 CATS update does not define specific locations for construction of future <br /> parking structures although it does include an analysis of parking supply relative to <br /> parking demand. Since CATS is not definitive about parking, it can not be used as a <br /> parking and circulation plan, as were previous versions of the document, for the <br /> purposes of air quality conformity determination. Therefore, Goal 6 is not applicable to <br /> this amendment. <br /> <br />Statewide Planning Goal 7 - Areas Subject to Natural Disasters and Hazards <br />To protect life and property from natural disasters and hazards. <br /> <br /> The plan amendment has no affect on areas that are subject to natural disasters or <br /> hazards or on local, state or federal government plans to protect life and property from <br /> those threats. Therefore, Goal 7 is not applicable to the amendment. <br /> <br />Statewide Planning Goal 8 - Recreational Needs To satisfy the recreational needs of the citizens <br />of the state and visitors, and where appropriate, to provide for the siting of necessary recreational <br />facilities including destination resorts. <br /> <br />Exhibit A - Findings to CATS Ordinance - 3 <br /> <br /> <br />
