<br />THE CITY COUNCIL OF THE CITY OF EUGENE FINDS THAT:
<br />Pursuant to the provisions of ORS 227.215 and Sections 9.275 and 9.658

<br />Based upon the report a f the P1 anni n g Commission , the mater? al s trans-
<br />mi tted therewith , and the evidence presented before the P1 anni ng Commission and
<br />. this City Counci 1, the re~ues~t for zane change classification , i s i n conformance
<br />with the General Plan; there i s a publ i c need for the change ~ n zone; and the
<br />ubl i c neer~ can best be serv°d by changing the cl assi f7 cation of the property;
