18695 <br />5. Such othex information as the building <br />official may reasonably require. <br />~c~ The building official shall issue a mural <br />permit if, after examining the application, it is de- <br />termined that the proposal meets the definition of a <br />mural contained in section 8.620. <br />~d~. All murals shall be maintained by a person <br />in charge of property in a neat, clean and attr~.ctive <br />condition, free of chippingr cracking, peeling, fading, <br />graffiti or other deterioration. <br />~_e~, Regulation of murals shall be governed exclu~- <br />sively by sections 8.005, 8.620, 8.671, 5.672, 8.845 <br />and 8.806 of the Eugene Code, 1971. <br />Section 3. There is hereby added to the Eugene Code, 1971, a <br />new section to be numbered and prouide: <br />8.6?2 Murals - A peals. <br />~l~ An appeal may betaken from a decision of the <br />building official under section 8.671 to the sign code board of <br />appeals. Appeals may be made to the board upon a form pres- <br />cribed by the board, and shall include the following: <br />~:a~ The name and address of the appellant. <br />~b~ A statement that the appellant is either <br />the owner of the property or is the authorized <br />agent of the owner. <br />~c}. The address of the structure. <br />~:d~ A statement by the appellant of ~ the pre- <br />cise nature of the appeal and why the appellant be- <br />lieves that the building official w~.s in error. <br />~.2~. Each appeal shall be accompanied by a fee to be <br />e$tablished by resolution of the council, tv cover the cost of <br />handling the appeal. Appeals shall be filed with the building <br />official, who shall give notice to the appellant of the time <br />when the appeal wild be considered. <br />~~3~ Notice of hearing upon appeals under this section <br />shall be as prescribed in section 8.805. <br />~4~ Decisions of the board upon appeals under this <br />section shall be as prescribed in section 8.506. <br />~~5~ Any person aggrieved by a final determination of <br />the board shall have the right of further appeal to the council, <br />upon, written notice of appeal filed with the city ms,nager. <br />Further appeal must be made within ten days from the decision of <br />the board, and in case the building official is the appellant, <br />the applicant shall be notified within 48 hours if the building <br />official wishes to appeal the decision.
