The Eugene water & Electric hoard shall enforce the collection o~ rates and charges far sewer service and nay do sv by withholding delivery of water, steam or electricity tp any preen%ses for which the sewer users charges are delinquent, or by any other means of collection pre- vided by the laws of the state or permitted by the charter and ordinances of the city incl~udi.n~ cert~f ication of delinquencies to the tax assessor of Vane County for collection in the manner provided by 4RS 454.225. Rates and charges for sewer service shall be collected monthly and i~ not paid on or before 10 days from and after the date the same shall be payable, the rates and charges shall be deemed to be delinquent. Any charge due which shall not be paid when due may be reco~rered in an ~.ction at law by the city . 7.040 Char es - ~enalt for nonpayment.
