Pursuant to the provisions of DRS ~~1. ~~ 5, Section 9.278 and g.5G8 through 9. ~S4 of the Eugene Code, ~ 971, the C~ ty Counci ~ has the authority and respor,si bi 1 ~ ty, subject to the ~ i mi tati ons .contained therein, to change the zoning classification of property within the? City of Eugene; Based upon the report of ~ the :PI ann ~ ng Commi ss i an , the materials trans m~i~ttedtherewith, and the evi~~enc~ presented befo~~e t~}e P1an~~ing Commission and this Counci 1, ~~he regues~ for' zone change cl ass ~~ fi cati an ~ s ~ n conformance with the General Plan; there ~~ s a publ i c need for the change ~ n zone; a.nd the public need can best be served by changing the classification of the property; - ~ .
