<br /> <br />assist in prioritizing strategic initiatives as requested given resource availability and <br />o <br />emerging public safety issues. <br />Individual commissioners may also serve on task teams that are formed to help develop the <br />longer-term strategic initiatives in the plan. <br /> <br /> <br /> Committee Projects <br />? <br />2 <br /> <br /> <br />1)In Car Video (ICV) Policy Committee <br />The ICV Policy Committee was formed in 2004 to assist the police department in creating a <br />policy for the use of digital cameras in patrol vehicles. The committee presented a draft policy to <br />the commission for conceptual approval in February 2005. Since then, a funding source for the <br />project has been identified and the vendor solicitation and product evaluation process has begun. <br /> <br />In crafting the draft policy, several outstanding issues were identified for later resolution pending <br />the capabilities of the specific product selected. Once a video system is selected, the draft policy <br />will be revisited and finalized. The commission proposes the following next steps for the ICV <br />committee: <br /> <br /> <br />?reconvene to discuss outstanding technical and procedural issues specific to the product <br />selected and where appropriate, incorporate those issues into the draft policy; <br /> <br />?assist in ICV project evaluation by identifying data collection needs to assess program <br />outcomes and policy effectiveness; <br /> <br />?present a final policy to the Police Commission for review and possible recommendation <br />to the Chief for adoption. <br /> <br /> <br />2)Mediation and Advocacy Task Team <br />In its review of different civilian oversight systems, the Police Commission noted that more <br />communities were utilizing, or were in the process of developing, mediation programs as an <br />alternative dispute resolution option. The commission agreed that the redesigned police <br />oversight model should include both mediation and advocacy options. It recommended that to <br />ensure a thorough and inclusive discussion on this topic, a separate task team with <br />representatives from the Police Commission and Human Rights Commissions, city staff, and <br />community stakeholders be formed to take a comprehensive look at this issue. <br /> <br />The Mediation and Advocacy Task Team (MATT) was convened in September 2005. The <br />team’s objectives are to: <br /> <br />?evaluate the city’s existing mediation program and review other programs in place <br />nationally, using this information to develop recommendations that will optimize the use <br />of alternative methods of resolving complaints against police employees; <br /> <br /> <br /> <br />2 <br /> <br />The interim work plan contained a committee project to explore the potential deployment of ‘tasers’ as a <br />less lethal weapon. While a pilot project was tentatively planned for this year, Chief Lehner has decided <br />to postpone this effort pending the results of national studies on the risks posed by these ‘tasers’ and <br /> <br />related weapons.
