The City’s NPDES Stormwater permit, first issued by DEQ in 1994, and subsequently re-issued in March 2004, includes measures which in total fulfill the applicable federal Clean Water Act requirements for large municipalities over 100,000 in population. The proposed amendments will regulate the location, design, construction, and maintenance of stormwater facilities that capture and treat stormwater runoff from new development and significant re-development to reduce impacts that urbanization has on water quality; protect waterways in headwater areas from the erosive effects of increased stormwater runoff peak flow rates and volumes resulting from development; restrict the discharge of oil and grease from land uses that produce high concentrations of these pollutants; and prevent stormwater pollution by eliminating pathways that may introduce pollutants. These amendments are consistent with the City’s existing measure to provide for clean air, water and land resources; therefore, these amendments are consistent with Goal 6. Goal 7 - Areas Subject to Natural Disasters and Hazards. To protect people and property from natural hazards.
