<br />2.PUBLIC FORUM <br /> <br /> Mayor: <br />The Public Forum is an opportunity for individuals to speak to the <br />City Council on any city-related issues except for those items which have <br />already been heard by a Hearings Official or are on tonight’s agenda as a <br />public hearing. <br /> <br />Each person will have three minutes to speak. Please give your name and <br />address when you come to the podium. The timer and lights indicate the time <br />you have to speak. A yellow light will come on when you have 15 seconds to <br />complete your comments. The red light indicates the end of three minutes. <br /> <br />Mayor closes Public Forum and asks for comments from the City Council. <br /> <br /> <br />3. CONSENT CALENDAR <br /> <br /> A. Approval of City Council Minutes <br /> - January 11, 2006, Work Session <br /> - February 13, 2006, Work Session <br /> B. Approval of Tentative Working Agenda <br /> C. Adoption of Resolution 4860 Authorizing Submission of an Application to <br />United States Department of Housing and Urban Development for Loan <br />Guarantee Assistance and Related Matters <br /> <br /> Council President: <br /> I move to approve the items on the Consent Calendar. <br /> <br /> Roll Call Vote <br /> <br />Mayor: Public testimony on items 4, 5 and 6 related to the East Broadway Development Project <br /> will be heard at this time in one combined Public Hearing. <br /> <br />I now open a meeting of the Eugene Urban Renewal Agency. The meeting of the City <br />Council also will remain open. The council and agency will sit in joint session for the <br />purpose of conducting the combined public hearing. The three items that are covered by <br />this combined public hearing are: 1) Resolution #4861 adopting a supplemental budget <br />for the City of Eugene; 2) Resolution #1038 adopting a supplemental budget for the <br />Urban Renewal Agency; and 3) Resolution #4862 granting exemptions from the <br />competitive selection requirements related to the proposed parking facility associated <br />with the Whole Foods project. <br /> <br /> Manager: <br /> Introduces topic, presents background information. <br /> Mayor opens the public hearing: <br /> Those wishing to speak on items 4, 5 or 6 must <br />submit a completed “Request to Speak” form to the information desk, prior to the <br />beginning of this combined public hearing.
