<br /> <br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br />Action: Appointments to Civilian Review Board <br /> <br /> <br />Meeting Date: July 27, 2009 Agenda Item Number: 3 <br />Department: Office of Police Auditor Staff Contact: Mark Gissiner <br />www.eugene-or.gov Contact Telephone Number: 682-5016 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This item is to appoint two members to the Civilian Review Board to serve two vacant three year terms. <br /> <br /> <br />BACKGROUND <br /> <br />The council agreed to appoint two additional members to the Civilian Review for a full complement of <br />seven members. The closing date for applications to fill these positions was July 3, 2009. Twenty-six <br />applications were considered. Of these, two did not reside within the Eugene City limits. <br /> <br />Mayor Kitty Piercy and Police Auditor Mark Gissiner met to determine the makeup of the community <br />panel to review the applications and recommend qualified candidates for the council’s consideration, per <br />section 2.242 (1)(c) of Ordinance #20374. The members of this panel, also known as the screening <br />committee, were John Brown, (Evans, Elder and Brown), Rick Brissenden (current CRB Chair), <br />Sergeant Doug Mozan (EPD Internal Affairs Investigator), William Wise (First Place Family Center – <br />St. Vincent De Paul) and Ron Chase (Sponsors- Prison Release Organization). <br /> <br />On July 13, 2009, the screening committee met to review the applications. They selected five <br />candidates to recommend to the council for appointment. All of the applications, some of which were <br />very strong, were forwarded for the council’s consideration, along with the screening committee’s final <br />tally. On February 17, 2009, four candidates were interviewed by the council. <br /> <br /> <br />RELATED CITY POLICIES <br />The Civilian Review Board serves as an advisory body to the City Council and the Police Auditor. This <br /> <br />is consistent with the principles of community policing and government accountability. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The City Council may: <br />1. Appoint from the five applicants as recommended by the screening committee, based on their <br />applications and the committee’s recommendations. <br />2.
