The Goals <br />and Objectives unanimously approved by the Regional Policy Advisory Board are attached. <br />Key policy questions to be addressed in the strategy are: <br /> <br />1. What population and employment levels will the City of Eugene accommodate over the next 50 <br /> years? <br />2. How and when will this growth be accommodated, i.e., through redevelopment and appropriately <br /> timed and strategically located urban growth boundary expansions and designated urban reserve <br /> areas? <br />3. How can the local governments in the Southern Willamette Valley partner with state agencies to <br /> manage growth at the regional level in a manner that sustains and improves quality of life in the <br /> region? <br />4. How can the proposed public outreach strategies be implemented in a way that effectively engages <br /> citizens, businesses, and other interests in the process? <br /> <br />Council Goals <br />The Regional Growth Management Strategy will serve the following City Council goals: <br /> <br /> SUSTAINABLE COMMUNITY DEVELOPMENT <br /> A community that retains a high quality ofltfe anda healthy economy, effectively link; landuse and <br /> transportation planning, and succes,fully manages growth and change in the urban environment <br /> <br /> HEAL THY NATURAL AND B UIL T ENVIRONMENT <br /> A community that conserves and enhances the natural environment andprovides an attractive and <br /> healthy place to live <br /> <br /> ACCESSIBLE AND THRIVING CULTURE AND RECREATION <br /> A community that offers a wide variety of opportunities for positive cultural, recreational and <br /> educational development for all <br /> <br /> EFFECTIVE, ACCOUNTABLE MUNICIPAL GOVERNMENT <br /> A local government that work; openly and respectfully with and for everyone in the community <br /> <br /> FAIR, STABLE AND ADEQUA TE FINANCIAL RESOURCES <br /> A local government whose ongoingfinancial resources are based on a fair and equitable system of <br /> taxation and other revenue sources and are adequate to maintain and deliver municipal services <br /> <br />Financial and/or Resource Considerations <br />Region 2050 is funded by a variety of sources at the local, state, and federal levels, including Eugene <br />Water and Electric Board (EWEB), Springfield Utility Board, Emerald Peoples' Utility District, Lane <br />Transit District, the City of Coburg, the City of Eugene, DLCD, Oregon Economic and Community <br />Development Department, the Oregon Transportation and Growth Management Program, the U.S. <br />Environmental Protection Agency, and Sony Disc Manufacturing.
