OPTIONS <br />Three options are presented: <br /> Option 1 Accept the committee's report, and adopt the "major policy principles" to guide <br /> planning for future City improvements in the Park Blocks, 8th Avenue and the <br /> adjacent area identified for the Civic Center; <br /> Option 2 Schedule a public hearing or another form of public comment on the vision and <br /> policy principles prior to finalizing the council direction on future downtown City <br /> office space improvements; or <br /> Option 3 Take no action at this time on the policies to guide future planning for City civic <br /> facilities. <br /> <br />STAFF RECOMMENDATION <br />The staff recommendation is Option 1, acceptance of the committee's report and adoption of the <br />major policies to guide future planning for City facilities in the Civic Center area. Adopting the <br />policies in the recommendation will have an immediate impact on planning for a future <br />Community Safety Building, which will be the subject of the July 14 City Council work session. <br />Scheduling an additional public hearing prior to moving forward with a potential bond measure <br />would mean that it would not be possible to meet the deadlines for placing a measure on the <br />November 2004 ballot. <br /> <br />SUGGESTED MOTION <br />Move that the council accept the committee's report, and adopt the "major policy principles" to <br />guide planning for future City improvements in the Park Blocks, 8th Avenue and the adjacent <br />area identified for the Civic Center. <br /> <br />ATTACHMENTS <br />A.
