Effects of Proposed SDC Rates on Various Development Types <br /> <br />In the work session of May 19, 2004, Councilors requested a comparison of the effects of proposed SDC <br />rates for development types beyond single family residential. A comparison of the proposed <br />wastewater SDC rates to those of 16 other Oregon communities is provided for each of the example <br />development types listed in Table 1 of this memorandum. The rate comparisons provided reflect both <br />local and proposed regional wastewater SDCs. <br /> <br />For a single-family residential dwelling, the comparison in Chart 1 shows that Eugene would have the <br />second lowest SDC of comparable Oregon communities. <br /> <br />For a 60-unit apartment building, the comparison in Chart 2 shows that Eugene would have the sixth <br />lowest SDC of comparable Oregon communities. <br /> <br />A comparison of SDCs for a general office building of 20,000 square feet) as reflected in Chart 3 <br />indicates that Eugene would have the fourth highest SDC of comparable Oregon communities. <br /> <br />Chart 4 compares SDCs for a low turnover restaurant (4,900 square feet). In this example the proposed <br />SDC in Eugene would be the highest of comparable Oregon communities. This is largely due to the <br />SDC rate structure in Eugene accounting for both strength and volume of discharge and the relatively <br />high demand placed on treatment system capacity by restaurants. On the whole, other communities' <br />SDC rate structures do not account for all of the capacity parameters accounted for in Eugene's SDC. <br /> <br />For the home improvement superstore example (190,000 square feet), the comparison in Chart 5 shows <br />proposed rates in Eugene would be the seventh highest of comparable Oregon communities. <br /> <br /> <br />
