SECTION 3 <br /> Biosolids Values <br /> <br />The Biosolids CAC initiated discussion values to be utilized in the biosolids <br />recommendation at their second meeting. The CAC identified a number of specific and <br />desired results of a qualitative and quantitative nature. It was discussed that, upon <br />adoption, the CAC values could be used to measure defined alternatives and would be used <br />as a basis for decision making for the remainder of the project. The CAC determined that <br />the values would be endorsed after they were tested by the community. <br /> <br />The draft values Were endorsed on April 25, 1997 after community review. <br /> <br />These statements were used as evaluation criteria to weigh and rank biosolids alternatives. <br />These statements were not arrayed in a priority order. <br /> <br />The Biosolids CAC places a high value on a biosolids alternative that: <br /> <br />· Promotes 100 percent biosolids processing and recycling by the year 2001 <br /> <br />· Produces a safe and beneficial product for the environment <br /> <br />· Protects public health and minimizes any adverse aeSthetic impacts <br /> <br />· Achieves EPA standards or better <br /> <br />· Allows program flexibility <br /> <br />· Provides the option for the widest array of beneficial uses without restriction <br /> <br />· Is cost-effective and economically viable <br /> <br />· Provides an opportUnity to add to.the ratebase through, the sale of the biosolids product <br />· Has limited potential for odor production both at the plant and application site <br /> <br />· Provides long-term reliable performance that is easy to monitor <br /> <br />· Provides relative ease of operations and maintenance <br /> <br />· Provides a product with a safe level of pathogens, toxins, radioactive materials and <br /> heavy metals <br /> <br />· Is protective of air, soil, and surface and groundwater quality <br /> <br />PoX17792.00C <br /> <br /> <br />
