SECTION 3 Biosolids Values The Biosolids CAC initiated discussion values to be utilized in the biosolids recommendation at their second meeting. The CAC identified a number of specific and desired results of a qualitative and quantitative nature. It was discussed that, upon adoption, the CAC values could be used to measure defined alternatives and would be used as a basis for decision making for the remainder of the project. The CAC determined that the values would be endorsed after they were tested by the community. The draft values Were endorsed on April 25, 1997 after community review. These statements were used as evaluation criteria to weigh and rank biosolids alternatives. These statements were not arrayed in a priority order. The Biosolids CAC places a high value on a biosolids alternative that: · Promotes 100 percent biosolids processing and recycling by the year 2001 · Produces a safe and beneficial product for the environment · Protects public health and minimizes any adverse aeSthetic impacts · Achieves EPA standards or better · Allows program flexibility · Provides the option for the widest array of beneficial uses without restriction · Is cost-effective and economically viable · Provides an opportUnity to add to.the ratebase through, the sale of the biosolids product · Has limited potential for odor production both at the plant and application site · Provides long-term reliable performance that is easy to monitor · Provides relative ease of operations and maintenance · Provides a product with a safe level of pathogens, toxins, radioactive materials and heavy metals · Is protective of air, soil, and surface and groundwater quality PoX17792.00C
