September 16, 2003

Dear Citizen,

The Metropolitan Wastewater Management Commission (MWMC) is
requesting citizen participation in a review and possible revision of its
regional wastewater system development charge (SDC). The MWMC will
appoint at least seven citizens from the Eugene/Springfield area to
participate on a Citizen Advisory Committee (CAC). TI-ie cAc will be
charged with the responsibility of promoting an open exchange of
information, ideas and opinions between the SDC study team and interested
members of the public, and with providing informed citizen opinions on the
topic to the MWMC. ....

Why is the MWMC going through the process of reviewing their SDC
methodology?
There are three primary reasons:
· There have been recent and major legislative changes to how local
governments can impose SDCs,
· Community concern has been expressed over MWMC's current SDC
methodology and fees, and
· MWMC has a Facilities Plan update currently underway, so the timing is
right.

The CAC will meet once or twice a month between October of 2003 and
February of 2004. If you can commit to the time and have an interest in
shaping MWMC's regional wastewater SDC, complete the enclosed
application and send it, by October 3rd, to:

Gary Colwell
MWMC
225 Fifth Street
Springfield, Or 97477

Need more i.nformation?
Call the MWMC by contacting the City of Springfield, Public Works
Department, Environmental Services Division, (541) 726-3694, or visit the
web at: http://www.ci.springfield.or.us/CMO/newsrel.htm
