SPRINGFIELD

News Rele-ase
City of Springfield 225 Fifth Street, Springfield, OR 97477
Contact: Julie Wilson - City Manager's Office (541) 726-3700

For more information, contact Rachel Dillman at 726-3695.

Date September 15th, 2003
For Immediate Release:

Metropolitan Wastewater Management Commission (MWMC) Regional
Wastewater SDC Citizens' Advisory Committee (CAC)

MWMC is bringing together citizens to provide needed perspectives and advice on the
regional wastewater system's System Development Charges (SDCs). MWMC is calling
for citizen involvement in the review of its SDC methodology - the way MWMC
calculates SDCs.

The construction of new homes and other buildings in our community creates a need for
new infrastructure and public services - including wastewater collection, treatment and
disposal.

SDC are fees paid by persons who are developing property to help pay for the impact of
the development on the public's wastewater (sewage) treatment infrastructure. Fees
cover the cost for the was~ewater facilities that are needed to serve new development and
the people who occupy or use the new development.

Oregon state law authorizes local governments to assess SDCs for capital improvements.
SDCs are paid through building permits and other city development approval
mechanisms.

If you are a property or homeowner, a developer, or a concerned citizen, the CAC/SDC
review process may be of interest to you. No special background or qualifications are
needed to apply to be a committee member. We want your enthusiasm, viewpoint, and
thoughts.

Most CAC meetings will be in the evening (after 6PM), 1-2 times each month from
October 2003 through March 2004. The public is invited and encouraged to attend all
advisory committee meetings.

To learn more, please contact: City of Springfield Environmental Services, 726-3694 or
view our page on "SDCs: Fre.qge~ ~uestions."
