Public Works <br /> Wastewater Division <br /> <br /> City of Eugene <br /> 410 River Avenue <br /> Eugene, Oregon 97404 <br /> (541) 682-8600 <br /> <br />MEMORANDUM Metropolitan Wastewater Management Commission <br /> partners in wastewater management <br /> <br />Date: June l, 2004 <br />To: Mayor Torrey and City Council <br /> <br />From: Susie Smith, MWMC General Manager <br /> Peter Ruffler, Wastewater Division Director <br /> <br />Subject: COUNCIL ASSIGNMENT: RESPONSE TO REQUEST FOR INFORMATION <br /> ON MWMC'S PUBLIC INVOLVEMENT AND NOTIFICATION ACTIVITIES <br /> <br />ISSUE <br />This memo and attachments respond to Councilor Meisner's request for information on the <br />public involvement and notification activities the Metropolitan Wastewater Management <br />Commission (MWMC) has conducted in developing and adopting the regional wastewater <br />capital improvements plans and budgets. <br /> <br />BACKGROUND <br />There are several MWMC matters currently, or soon to be, before the Eugene City Council for <br />review, including: (1) the Regional Wastewater Program Budget and Capital Improvements <br />Program (CIP) for fiscal year (FY) 2005; (2) the 2004 MWMC Facilities Plan and 20-Year <br />Project List; (3) a new regional wastewater systems development charge (SDC) methodology; <br />and (4) Metro Plan and Public Facilities and Services Plan (PFSP) changes. Wastewater user <br />fees, while not before the Council, will also be impacted by the MWMC budget and CIP. At the <br />Eugene City Council's May 24, 2004, meeting, the Council deferred action on the request to <br />ratify the annual budget and CIP to June 14, 2004. Councilor Meisner requested that a memo on <br />the public involvement and notification activities conducted by the Commission be provided to <br />the Council prior to the June 14th meeting. Councilor Bettman requested that the memo include <br />information about the status of the regional wastewater SDC methodology in terms of its ability <br />to capture adequate revenue to cover the costs associated with new growth. <br /> <br />DISCUSSION <br /> <br />The MWMC has engaged in significant citizen information and involvement efforts over the <br />course of the last 8 years throughout the development of the major long-term capital <br />improvement plans and SDC methodology updates for the regional wastewater program.
