Transfers This permit may be transferred to a new permittee provided the transferee acquires a property interest in permitted activity and agrees in writing to fully comply with all the terms and conditions of the permit and 'the rules of the Commission. No permit.shall be transferred to a third Party without prior written approval from the Director. The permittee shall notify the Deparanent when a transfer of property interest takes place. 4. Any reports of noncompliance shall include the cause of noncOmpliance; any remedial actions taken, and the probability of meeting the next scheduled requirements. - 5. Public notification steps taken, pursuant to General Condition B.7. The following shall be included as information that must be reported within 24 hours under this paragraph: a. Any unanticipated bypass which exceeds any effluent limitation in this permit. b. Any upset which exceeds any effluent limitation in this permit. c. Violation of maximum daily discharge limitation for any of'the pollu~nts listed by the Director in this permit. The Department may waive the written report on a case-by-case basis if'the oral report has been received within 24 hours. 4-48
