ATTACHMENT A

DOWNTOWN TOOLS AND ASSISTANCE

At the May 27 work session, several City Councilors asked for additional information regarding available
resources to support downtown development. For the purpose of this attachment, resources are divided into
three categories: 1) Financing Tools, 2) Development Tools, and 3) Additional Tools.

Financing Tools
1. are sources of funds.
A. Urban Renewal
B. Downtown Revitalization Loan Program
C. Community Development Block Grant associated programs
i. Brownfield Economic Development Initiative Grant and Section 108 Loan Guarantee
ii. Business Development Fund
D. Property tax exemptions
i. Multi-Unit Property Tax Exemption
ii. Vertical Housing Development Zone
E. Affordable Housing Tools
F. City’s General Fund
G. Improvement/Service Districts

Development Tools
2. are uses of funds that support public/private partnerships, but that are not
generally sources of funds on their own.
A. Land assembly
B. Public parking
C. Public infrastructure
D. Direct investment
E. City as landlord or tenant

Additional Tools
3. includes numerous actions by the City that directly and indirectly benefit businesses,
visitors and residents downtown.
A. Event programming
B. Safety
C. Beautification
D. Business Assistance
E. Planning efforts
F. Staff impact

The Financing and Development Tools are described below with a summation box, detailed narrative
explanation, and an example downtown Eugene project. A narrative on the additional tools follows.

The estimates in the attachment assume that the development agreements with Beam Development and WG
Development occur as budgeted. If there are changes to those agreements and budgets, then the estimates in the
attachment could change.
