For the City to receive distribution of grant funds, the grant document requires that the City <br />provide DLCD with meeting minutes showing that the City Council “accepted” the Economic <br />Opportunities Analysis (EOA) and Housing Needs Analysis (HNA) documents that have been prepared <br />using grant funds. This “acceptance” is not an “adoption” of the EOA and HNA documents and does <br />not preclude the City Council from making future modifications to the EOA or HNA as work continues <br />without grant funding. <br /> <br /> <br />BACKGROUND <br /> <br />The goal of ECLA is to determine whether there is a sufficient supply of land on the Eugene side of the <br />current Eugene-Springfield Urban Growth Boundary (UGB) to meet Eugene’s projected demand for <br />residential, commercial, industrial, and public/semi-public land over the next 20 years. This study <br />addresses Oregon House Bill 3337, which directed the City of Eugene to undertake a study of residential <br />lands sufficiency. The scope was expanded by the City Council to assess all land types, including <br />employment lands (commercial and industrial) and public/semi-public land needs. <br /> <br />The City applied for, and was awarded, a grant in the amount of $100,000 from DLCD. This grant <br />funding is specifically being utilized to contract with ECONorthwest to prepare an EOA and an HNA to <br />be used in the ECLA project. The contents of the EOA and HNA documents are specifically dictated by <br />state statute or rule, as well as by the conditions of the grant. Because the state requires extensive <br />reporting of background information such as national, state and local trends, these documents are very <br />large. Due to the resulting large file size, the full EOA and HNA documents have been provided in hard <br />copy format in the council office, while a summary of the contents of the documents is provided in <br />Attachment A. <br /> <br />At work sessions in April and July, staff presented all the baseline assumptions associated with the land <br />need determination. These assumptions form the basis for the EOA and HNA documents prepared by <br />ECONorthwest under the grant. The council is still reviewing some of the baseline assumptions at this <br />time; an additional work session is scheduled for August 10 to continue the discussion from the July 22 <br />work session.
