<br />ATTACHMENT A <br />Summary of Grant Deliverables <br />Eugene Comprehensive Lands Assessment <br /> <br />Economic Opportunities Analysis <br /> <br />Purpose – To assess how much and what types of economic growth may occur in Eugene between 2010 and <br />2030. This analysis meets the requirements of Statewide Planning Goal 9 and adheres to the detailed <br />methodology described in Oregon Administrative Rule (OAR 660-009). <br /> <br />Contents – The contents of the EOA are specifically defined in OAR 660-009. As such, the EOA is divided into <br />the following sections: <br /> <br />? <br />Framework for Economic Development – Presents the methods used to determine employment land <br /> <br />sufficiency in Eugene. <br />? <br />Economic Trends Affecting Future Economic Growth in Eugene – Summarizes historic economic trends <br /> <br />(local, state and national) that affect current and future economic conditions in Eugene. <br />? <br />Factors Affecting Future Economic Growth in Eugene – Summarizes Eugene’s competitive advantages <br /> <br />formed by the mix of factors present in Eugene. <br />? <br />Employment Growth and Target Industries – Presents a forecast for employment growth and an <br /> <br />analysis of the types of firms that are likely to locate in Eugene. <br />? <br />Land Demand and Site Needs in Eugene – Estimates the amount of commercial and industrial land that <br /> <br />will be needed over the next 20 years. <br /> <br />Housing Needs Analysis <br /> <br />Purpose – To assess how much and what types of housing will be needed in Eugene between 2010 and 2030. <br />This analysis meets the requirements of Statewide Planning Goal 10 and adheres to the detailed methodology <br />described in Oregon Revised Statute (ORS 197.296). <br /> <br />Contents – The contents of the HNA are specifically defined in ORS 197.296. As such the HNA is divided into <br />the following sections: <br /> <br />? <br />Framework for Housing Needs – Presents the methods used to determine housing land sufficiency in <br /> <br />Eugene. <br />? <br />Estimate Housing Units Needed – Presents housing units needed over the planning period based on <br /> <br />population growth between 2010 and 2030. Includes analysis of the variables reflected in the baseline <br />assumption such as household size and vacancy rates. <br />? <br />Trends Affecting Housing Mix and Density – Summarizes historic demographic and economic trends <br /> <br />(local, state and national) that may affect housing mix and density. Includes analysis of the variables <br />reflected in the baseline assumption such as changes in housing mix, price and tenure. <br />? <br />Affordable Housing – Determines the types of housing that are likely to be affordable based on a <br /> <br />review of changes in income, housing price and rental costs. <br />? <br />Estimate Units Needed – Determines the number of units needed by housing type based on the <br /> <br />findings from the previous sections. <br />
