DEVELOPMENT APPROACH (cont.)

These statements describe what is desired. They are a purpose for the council’s actions. These
outcomes will positively affect relationships so that information exchange is facilitated, so that
goals and strategies can be designed. They create the reactive force that develops the new beliefs,

behaviors, strategies and actions of the participants.

14. Developing specific and measurable goals:
The Mayor and City Council are seeking to work
toward their adopted visions and goals. This activity allowed the participant to focus on three of
those goal areas: Economic Development, Neighborhood Empowerment, and Public Safety. Three
groups were formed, consisting of elected officials, City Manager and staff to explore specific mea-
surable goals for these areas.
The groups first answered these questions in small groups.

What is the evidence of a lack of Economic Development (Neighborhood Empowerment,
Public Safety) in the community? (On one side of the card.)

What will be the evidence we accomplished Economic Development (Neighborhood Em-
powerment, Public Safety) in the community? (On the other side of the card.)

When all had spoken, they recorded their individual views on 3 x 5 cards. This information was de-
veloped into collective statements. This exploration results in goal statements that can be made
measurable.

20. Advice to the Mayor and City Manager:
Each participant recorded on a 3 x 5 card their answer
to the questions:

What is your advice to the Mayor and City Manager on the next steps to take to accom-
plish their purposes? (On one side of the card.)

What are you willing to do to support the purpose?

This provides strategies and actions that can be initiated immediately to accomplish the purposes of
the group.

22. What I am willing to do personally:
This question allows each person to commit themselves

to taking personal actions to foster their purposes.

THE WORST POSSIBLE OUTCOMES OF THE WORKSHOP:
WHAT WE DON’T WANT

Nothing is accomplished. There is a lack of direction with no product, vision, or goals.
That I learn
nothing and nothing is accomplished and we gain nothing together. We leave angry and frustrated, with a
lack of accomplishment and no change.

We wasted our time.
We would regard the whole exercise as a waste of time and people leave discouraged.
There is the general sense of time having been wasted. Time is wasted because lessons are forgotten within
a few days. We would not be any better off, experience a loss of sleep and a return with a disgruntled

MINUTES—Eugene City Council February 6-7, 2009 Page 3
Goals Setting Session
