The 40-year-old path was built in the 1970s on an unstable, expansive-clay subsurface. The ground underneath the path expands during the winter when the ground is wet and then contracts when the ground dries out in the summer. As a result, the path has developed numerous cracks, sunk, and heaved, creating potential hazards for path users. The rehabilitation project corrects this problem. The project is funded by the five-year general obligation (property tax) bond measure approved by Eugene voters in November 2008, to fix city streets and local bike paths. The bond measure is designed to fix approximately 70 lane-miles of streets and three miles of off- street bike and pedestrian paths. The path projects for the bond measure were selected by City staff and the Bicycle and Pedestrian Advisory Committee (BPAC) based on a pavement evaluation system and usage data. MultiCultural Festival Builds Community An enthusiastic crowd of more than 500 people attended last week’s MultiCultural Festival, presented by the Recreation Services’ Youth and Family Program in collaboration with more than 30 community partners. The free event included food from around the world, fun activities for the entire family, and diverse live music and entertainment, including youth Hip Hop performers, King’s Krew. The MultiCultural Festival is one of four free community events presented by the Recreation Division in the spirit of building community and encouraging family fun at little or no cost to participants. The other three festivals are April Pool’s Day, We Are Bethel Celebration, and the Whitaker Neighborhood River Festival.
