ATTACHMENT D <br /> <br />M E M O R A N D U M CI'I2MHILL <br /> <br />June 10, 2004 E-mail, Essential Elements of the <br />Methodology <br /> <br />TO: Gary Colwell/MWMC Project Manager <br />FROM: Matt Noesen/CH2M HILL Project Manager <br /> Debbie Galardi/Galardi Consulting <br />DATE: June 21, 2004 <br /> <br />The purpose of this memorandum is to correct some of the information stated in the June 10, <br />2004, e-mail from Dave Jewett to Roxie Cuellar and David Kelly, Eugene City Councilor. <br />Even though there is no change to the MWMC SDC Methodology or to the resulting SDC <br />rates, we feel that it is important to issue this memorandum to avoid the potential for any <br />future confusion and/or misinterpretation. <br /> <br />On May 25, Roxie Cuellar, on behalf of the Lane County Home Builders Association, e- <br />mailed a list of six "items" that they "feel are essential elements that must be included in the <br />SDC methodology." Per Ms. Cuellar's May 25 e-mail, one of these "essential elements" that <br />needed to be part of the SDC Methodology was a calculation that shows how population is <br />converted to dwelling units. An e-mail from Dave Jewett responded to these six items on <br />June 10, 2004. Note that the e-mail response was submitted into the Eugene public record at <br />the June 14, 2004, Public Hearing on MWMC Facilities Plan and SDC Methodology (Item 8). <br />The following is an excerpt from the June 10, 2004, e-mail that addresses the population <br />conversion issue: <br /> <br /> "B. ISSUES LIST. <br /> <br /> 1. Population Conversion. <br /> <br /> The population conversion ratio is part of the computer model that applies the principles <br /> set forth in the methodology to determine the residential improvement fee. <br /> <br /> However, in the spirit of continuing staffs effort's to fulfill information requests <br /> submitted by the rate paying public, the conversion from population to single family <br /> d~elling units ($FDs) in the SDC model is as follows: <br /> <br /> 129 gallons per capita per day X $1.7% X 2. 65 = 175 gallon per FEUper day (actual <br /> calculated value is 176. 7, but was rounded to the nearest $ gallons) <br /> <br /> Where: <br /> <br /> - 129 is the gallons offlow per capita per day derived from 12 years of historical data <br /> and used to project wastewater flows in the 2004 Facilities Plan and in the SDC <br /> Methodology - $1.7 % is the residential share of the total influent Eugene-Springfield <br /> WPCF flow - 2. 65 is the assumed population per household- FEU is flow estimation <br /> unit. <br /> <br />S0406288-ATTD.DOC 1 <br /> <br /> <br />
