Eugene-Springfield Metropolitan Area General Plan () Text Amendment and Exception to <br />Metro Plan <br />Statewide Planning Goal 15 Willamette River Greenway for Construction of a Bicycle/Pedestrian <br />Viaduct Beneath the Willamette River I-5 Bridges <br /> <br />The following amendment to policy D.11 of Chapter III-D, Willamette River Greenway, River Corridors and Water Ways <br />Element of the Metro Plan is proposed to authorize fill to be placed within the Willamette River Greenway setback to <br /> <br /> <br />enable construction of bike path viaduct beneath the I-5 bridges: <br /> <br />“An exception to Statewide Planning Goal 15 Willamette River Greenway was approved by the cities of Eugene <br />and Springfield and by Lane County authorizing construction of a bike path viaduct beneath the I-5 bridges, <br />along the south bank of the Willamette River. The exception authorizes construction of the bike path viaduct <br />including the fill and removal of fill necessary to build the structure. This exception satisfies the criteria of <br />Oregon Administrative Rules (OAR) 660-004-0022 (6) Willamette Greenway and the exception requirements of <br />OAR 660-004-0020 Goal 2, Part II (c) for a ‘reasons’ exception. Text Amendments: New Population Forecasts for Eugene and Springfield <br />Metro Plan <br /> <br />Eugene, Springfield and Lane County are proposing to amend the Metro Plan by adding separate population <br />forecasts for each city and respective urban growth area. The forecasts were prepared by Lane County <br />The meeting location is wheelchair-accessible.
