The proposed text amendment <br />to the Metro Plan, and exception to Statewide Planning Goal 15, would allow the placement of fill for <br />the purpose of constructing the South Bank Viaduct beneath the Willamette River I-5 Bridges, <br />subsequent to future land use application approval. Vicinity maps are included at the end of the Metro <br />Plan Findings (Exhibit A of Attachment A). <br /> <br /> <br />BACKGROUND <br />See attached Agenda Item Summary from Mark Metzger, City of Springfield (Attachment B). The Staff <br />Report cited as Attachment 2 to the Springfield Agenda Item Summary is attached here as the Metro <br />Plan Findings to the draft ordinance (Exhibit A of Attachment A). <br /> <br />Regarding process, the Metro Plan amendment request must follow the quasi-judicial procedures. New <br />evidence will be allowed at the public hearing. Since the close of the joint Planning Commission record, <br />no written testimony has been received. <br /> <br />Approval of a plan amendment requires the City to adopt an ordinance. Approval of a three- <br />jurisdictional Metro Plan amendment requires the jurisdictions to adopt identical decisions. To comply <br />with the Charter requirements for ordinances, a draft ordinance approving the requested Metro Plan <br />amendments has been prepared and is attached for your reference (Attachment A). The Planning <br />Commission’s findings of approval, which provide a detailed analysis of the proposal’s compliance with <br />applicable approval criteria, are attached to each draft ordinance as Exhibit A. These are identified as <br />general findings so that the council can amend or adopt as the council determines necessary.
