MINUTES <br />Eugene City Council <br />Civilian Review Board Interviews <br />McNutt Room —City Hall -777 Pearl Street <br />Eugene, Oregon <br />July 20, 2009 <br />5:30 p.m. <br />COUNCILORS PRESENT: Alan Zelenka, Mike Clark, Jennifer Solomon, George Poling, Andrea <br />Ortiz, Betty Taylor, George Brown. <br />COUNCILORS ABSENT: Chris Pryor. <br />Councilors interviewed the following applicants for appointment to the Civilian Review Board: <br />Steven Broome <br />Eric Van Houten <br />Marisa Mendoza <br />Steven Buel- McIntire <br />Bernadette Conover <br />Each applicant was asked to respond to the following questions: <br />1. What can you tell us about your activities, personal attitudes and life experiences that would dem- <br />onstrate you can make objective decisions about complaints against the police and objectively assess <br />the completeness of Police Department internal investigations? <br />2. Please describe your views on the differing roles of the Auditor's Office, the Civilian Review Board <br />(CRB), the Police Commission, the City Manager and the Police Chief? <br />3. In your opinion, what are the most important functions of the CRB? <br />4. To ensure fair and thorough reviews of cases, CRB members typically must commit numerous <br />hours per month. Are you prepared for this commitment? <br />5. Have you or a family member ever participated in an organization that advocates a position regard- <br />ing the police or the criminal justice system? Have you, a close friend or a family member ever <br />worked or volunteered within the criminal justice system? If yes, please describe. <br />6. Although the Civilian Review Board does not impose discipline, would you briefly describe what <br />impacts you think the board can have when evaluating Police Department investigations, training, <br />policies and procedures and the conduct of individual officers? <br />Applicants were thanked for their interest in the Civilian Review Board and informed that appointments <br />would be made at the council's regular meeting on July 27, 2009. <br />The meeting adjourned at 7:05 p.m. <br />(Recorded by Lynn Taylor) <br />MINUTES— Eugene City Council July 20, 2009 Page 1 <br />Civilian Review Board Interviews <br />
