The cost-benefit analysis for this alternative is <br />presented in Table 6.5.5d. <br /> <br />Alternative 2 - Sell the $1WF <br />Alternative 2 is to decommission and sell the la_nd. Advantages and disadvantages of this <br />alternative are lksted below. <br /> <br />Advantages: <br /> Selling the SIWF would avoid the capital costs associated with the/rdrastructure on site <br /> Eliminates annual O&M costs <br /> Would eliminate future site liability <br /> Revenue could hand other costs <br /> <br />Disadvantages: <br /> Lose a potentially valuable asset (land and existing facilities) ~elated to the overall long- <br /> term strategies of IVFNMC's biosolids and effluent reuse program, as well as to potential <br /> regulatory changes. <br /> <br /> To receive the highest possible value for the site, decommissioning efforts will be <br /> required. This is based on selling the land as it is currently zoned (E-30, exclusive farm <br /> use). <br /> <br />, Availability and proximity of land, if required in the future, may be scarce commodities. <br /> <br />· Future cost for development of a site similar to the SIWF will be great. <br /> <br />Alternative 3 - Convert the 14-acre Lagoon at the $1WF into a new Facultative Sludge Lagoon <br />Alternative 3 consists of upgrading the S1WF lagoon to a new FSL. Under this alternative, <br />liquid biosolids could be applied on site. It is also assumed that bmsolids, if applied at the <br />SIWF, would be applied on grass crops at the SIWF and that the existing land 1ease <br />agreement would remain in place.
