3,0 Existing Wastewater Facilities <br /> <br />3.1 Wastewater Conveyance System <br /> <br />The collection system that conveys wastewater to the WPCF inch_~des the sewerage facilities <br />that serve Eugene and Springfield. The two cities formerly maintained sewerage facilities <br />independently, including collection and treatment. Beginning in 1984, all wastewater flows <br />were treated at the newly upgraded regional treatment facility at the former Eugene <br />treatment plant site. Springfield flows were conveyed to the regional treatment facility <br />through the then newly constructed East Bank Interceptor (EBI) that follows the east bank of <br />the Willamette River to the Willakertzie Pump Station just across the river from the WPCF. <br /> <br />3.1.1 Springfield Wastewater Collection System <br />The Springfield collection system includes approximately 240 miles o~ pipeline. The major <br />trunk systems in Springfield are Gateway, Thurston, Main Street, East Springfield <br />Interceptor, South Springfield Interceptor, Central, and Downtown. <br /> <br /> The original downtown basin is the oldest portion of the Springfield collection system. <br /> Constructed before World War I, it was designed to carry and dkscharge both stormwater <br /> and sanitary flows to the Willamette River. Irt the 1950s, the City constructed a wastewater <br /> treatment plant. Wastewater flows remained in the existing conduits, but new conveyance <br /> facilities were built to transport stormwater to the Willamette River. <br /> <br /> The remainder of the system was developed around the downtown core as the city <br /> expanded. The or~gh~al East Springfield interceptor was constructed in 1962 and t_he South <br /> Springfield Interceptor in 1997. The City of Springfield Sanitary Sewer Master Plan dated July <br /> 1980 contains additional information describing the Springfield portion of the collection <br /> system. <br /> <br /> 3.1.2 Eugene Wastewater Collection System <br /> The Eugene collection system includes approximately 770 miles of pipelLne. Construction of <br /> Eugene's system began between 1900 and 1910. The original system was constructed to <br /> carry both stormwater and sanitary flows to the Willamette River. Around 1950, the first <br /> Eugene wastewater treatment plant was constructed; the plant provided pri_mar-y treatment. <br /> After World War II, the Eugene system expanded rapidly to provide service to development <br /> in newly annexed areas. Expansion was also rapid in areas outside the City that were <br /> formerly served by septic systems. Additional major expansion occurred between 1960 and <br /> 1970, at which time the combined sewers in the older portion of the Eugene system were <br /> separated. The 1992 City of Eugene Public Works/Engineering Urban Sanitary Sewer Master Plan <br /> describes the City of Eugene portion of the collection system in more detail. <br /> <br /> MWMC_3.0_REV11 DOC 3-1 <br /> <br /> <br />
