<br /> <br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br />Appointment to Whilamut Natural Area Citizen Planning Committee <br /> <br /> <br />Meeting Date: October 12, 2009 Agenda Item Number: 2E <br />Department: City Manager’s Office Staff Contact: Philip Richardson <br />www.eugene-or.gov Contact Telephone Number: 682-4906 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This is an action item to appoint a Eugene representative to the Whilamut Natural Area Citizen Planning <br />Committee (CPC). <br /> <br /> <br />BACKGROUND <br /> <br />Interim appointments are made, when needed, to various boards, committees, and commissions outside <br />the regular annual recruitment process. A vacancy on the Whilamut Natural Area Citizen Planning <br />Committee was created when Susan Reddoor resigned her position in spring 2009. A mid-term <br />recruitment was conducted by Parks and Open Space staff and resulted in one application from Elliott <br />McIntire, a former member of the CPC. <br /> <br />The CPC was created to prepare a plan to determine the appropriate mix of passive recreational uses for <br />the park. The committee is now charged with implementing that adopted plan. There are 15 at-large <br />members: 10 from Eugene, and five from Springfield. The Mayor nominates candidates; the City <br />Council appoints from the Mayor's list. Both the CPC and POS staff support the appointment of Mr. <br />McIntire and forwarded his application to Mayor Piercy, who also supports his appointment. <br /> <br />The CPC has requested that the appointment be made prior to its October 15 meeting, so that a full <br />complement of 15 members will be present to conduct business. <br /> <br /> <br />RELATED CITY POLICIES <br />No policy issues are related directly to consideration of this resolution. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The City Council can vote to approve the nominee; it can also request additional information or <br />background on the applicant and delay the vote, or reject it entirely. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />The City Manager recommends approval of the proposed nomination. <br /> <br /> <br /> Z:\CMO\2009 Council Agendas\M091012\S0910122E.doc <br /> <br />
