"Reasons" Analysis for Statewide Planning Goal 15 Exception <br />The following section of this document analyzes the South Bank Viaduct proposal against the "reasons" <br />that can be used to justify an exception for Statewide Planning Goal 15 as listed in OAR 660-004 - <br />0022(6)(a-d). <br />"(a) The use will not have a significant adverse effect on the greenway values of the site under <br />consideration or on adjacent land or water areas," <br />There appears to be no single statement of " greenway values" in the state statutes or administrative <br />rules. The purposes stated for establishing the Willamette River Greenway are stated in OAR 660 -015- <br />0005: 'To protect conserve, enhance and maintain the natural, scenic, historical, agricultural, economic <br />and recreational qualities of lands along the Willamette River as the Willamette River Greenway." This <br />purpose is reflected in Chapter III Section D of the Metro Plan, the local comprehensive plan element <br />that describes how the Willamette Greenway will be administered within Eugene - Springfield's planning <br />jurisdiction (emphasis added). <br />Finding #81. Policy D.2 Land Use regulation and acquisition programs along river corridors <br />and waterways shall take into account all the concerns and needs of the community, including <br />recreation, resource, and wildlife protection; enhancement of river corridor and waterway <br />environments; potential for supporting non - automobile transportation opportunities for <br />residential development; and other compatible uses. <br />Finding #82. Policy D.3 Eugene, Springfield and Lane County shall continue to cooperate in <br />expanding water - related parks and other facilities, where appropriate, that allow access to <br />and enjoyment of the river and waterway corridors <br />Finding #83. The proposed South Bank Viaduct is a non - automobile transportation facility that will <br />serve both recreational and transportation functions. The facility will connect with the larger <br />Eugene - Springfield riverfront bike path system which is arguably one of the best in Oregon. <br />Attachment 1 -20 <br />West end of the South Bank Viaduct <br />
